Aphrodice Mutangana

Aphrodice Mutangana is a Rwandan social entrepreneur, ecosystem builder, and Pan-African executive with over 15 years of leadership experience at the intersection of technology ecosystems, institutional fundraising, and public–private partnerships. He has a demonstrated ability to architect and scale digital innovation programmes across Africa, mobilising capital from international institutional donors and aligning multi-stakeholder coalitions. His track record includes building high-performing organisations, incubating start-ups, and shaping digital policy at a continental scale.

He is the President of the Belvance Foundation, where he focuses on building Africa’s next generation of tech talent through technology education, borderless learning, and entrepreneurial support. He previously served as Director of Partnerships and Fundraising at Digital Africa, an early-stage pan-African investment fund advancing digital entrepreneurship, and as General Manager of kLab, Rwanda’s pioneering innovation hub.

An initiator of several social impact ventures, including Future Coders, the Incike Initiative, and the Refugee Schools of Coding, he serves on multiple boards and advisory bodies worldwide, spanning investment, innovation, entrepreneurship, education, and humanitarian work. He holds a degree from the National University of Rwanda.
