Sebastien Goethals is a Belgian architect, city planner and urban mobility expert that has developed a global expertise over the past 12 years in urban planning and design in Europe, China, Africa and North America.

He is the Vice-President of ISOCARP, the International Society of Urban and Regional Planners, based in The Hague (Netherlands.) Sebastien holds an MSc in Architecture and an MSc in Urban and Territorial Planning from the University of Brussels (ULB) in Belgium. He is the director and co-founder of CITILINKS since 2010.

His practice of architecture and urban design has been rewarded in Canada (1st Prize of Regina Rosemont International Competition), in Europe (Brussels René Serrure Award and Waterfront Design Award for Trencin Healthy City Master Plan) and the USA (New York Driverless City Future).

He has conducted key research in urban mobility innovation in Belgium (Université Libre de Bruxelles) and China (University of Tongji) and advises municipalities and transport industries with a focus on multimodal solutions, shared used mobility, digitization and urban governance. He works on data-informed planning solutions for public engagement in North America and Europe. In China, he was the author of several projects of urban planning and design, such as the eco-tourism green belt project of Ningbo Xiaojia River Area, the master plan of Hechuan Yulong Healthy New Town (Chongqing) and strategic urban plans in Dalian, Nanjing and Jiaxing. He has been invited lecturer at Nanjing University and Sichuan University.

Sebastien currently leads the transport master plan of Conakry and assists the municipality to create an urban transport authority.
